I know first hand that there is a brand called Earplanes made specifically for children that works wonders. The way to work them is to insert the plugs prior to the plane taking off, then you can remove them once the plane has evened out. They should be reinserted before the plane starts its descent.
I guess it would be prudent for me to mention that they are also available in adult sizes. This nearly slipped my mind because I have not needed this product for myself. But, considering they were tested on Navy pilots and created by a hearing institute, they come highly recommended. The exterior is made of a soft silicone rubber and then there is something called a CeramX filter inside of that casing. Quite an interesting and useful invention.
